William E Hopkinson
Mr. Hopkinson is a fourth-generation agency owner/operator with over 31 years of extensive experience. He started with the company in 1986 after a tour of duty with the US Coast Guard where he had Top Secret clearance. Since that day, Mr. Hopkinson has worked in every aspect of the company from data processing, sales, legal coordinator, call center management, compliance and executive duties. He is past President of Virginia Collectors Association, MDHBA, past-Treasurer of ACA Internationals and currently sits on its Board of Directors. ACA International is the largest association of credit and collection professionals in the world. Mr. Hopkinson has received many industry awards; is a published periodical author; has been featured as a panelist on local television shows; and, speaks at association conferences. He holds the IFCCE designation from ACA International and CPBE from MDHBA. He is active in legislative affairs affecting the credit and collection industry.
Vice President/Compliance Officer
Michael J. Collins
Mr. Collins is a result oriented executive who has been in the credit industry since 1989. With experience on both sides of credit and collections, he has a unique view to impact the performance of multimillion dollar organizations. As a manager for Citicorp Credit Services, where he directed a staff of 45 collectors responsible for delinquent credit card accounts, skip-tracing services and a national fraud claims unit. From there, Mr. Collins has worked for Bell South and Banc of America Leasing and Capital where his job was management of over 70 vendor programs and $3 billion dollars in leased assets. He joined us in 2010. Today, Mr. Collins directs the operations of CBC and VCS, manages sales efforts, the PPMS program and is the designated Compliance Officer for both companies.
Director/Call Center Operations
Ms. Dill started with us in 1999 after graduating from Dabney S. Lancaster Community College with an Associate Degree in Applied Science in Business Management. Prior to working at VCS, Inc & CBC, Inc she worked part-time at the community college in the student enrollment and financial aid offices. She began her career a collector. Shortly thereafter, she earned her Professional Collection Specialist and Scholar Degree through ACA International. Ms. Dill, while still working full time, continued her educational pursuits and graduated from Mary Baldwin College in 2006 with a Bachelor of Arts in Business Administration. She has also earned her CHC designation from MDHBA. With here extensive experience, she was named Director of Call Center Operations on January 1, 2017. Ms. Dill continues learning and is working on obtaining her CCCP through ACA International (Compliance Professional). Her main roll is managing call center staff. As a CCCP, she will work directly with the compliance officer, client services and the president to ensure agents are properly trained and our processes and procedures are compliant.

Ms. Martin has been in a multitude of positions in the credit and collection industry in her 20 year career. She joined VCS, Inc. in September of 2005. With her depth and breadth of experience in collection, data management, supervisory positions and client interaction, she is a perfect fit for Client Support Services. Ms. Martin understands that the credit and collection industry is data driven and service oriented. Her ability to identify and develop creative solutions for the most challenging client problems creates client relationships like no other in our industry. Carolyn’s combination of warmth, industry experience and “can do” attitude, make her an invaluable asset to our clients. We’d like to say, “She’s the Swiss Army knife of accounts receivables management!”
